Development of sector-specific ToRs for Climate Assessment in PPP advisory

The scope of the project was to develop Terms of Reference for the incorporation of climate considerations, both in the mitigation and adaptation space, for PPP advisory projects in the following sectors:

• Transportation (roads, airports, ports, urban transit)
• Power sector (solar, wind and hydro)
• Utilities (water and waste management)
• Telecoms (cellular, data centers, fixed line)
• Social (schools, hospitals and housing)

The project is part of the World Bank Group’s strategy to align its operations with the Paris agreement and included -apart from the development of the ToRs for consultants, the production of detailed guidance material as well as consultations with several stakeholders to ensure compatibility of the relevant requirements with the current state of the art and facilitate their rapid uptake especially in the EMDE context. The ToRs will be used by IFC in all its advisory operations. Additionally, the activity included the development of specific sector guidance notes, applicable to various infrastructure sectors, to support IFC task teams set the requirements for the climate-related advisory.
