As Angola accelerates its economic diversification, the development of Public-Private Partnerships (PPPs) has become a cornerstone for unlocking sustainable growth. Through this World Bank–supported initiative, our team worked with the National Directorate for Public-Private Partnerships (DNPPP) to strengthen institutional capacity and integrate climate-informed decision-making into the national PPP framework.

In close collaboration with LBC Company—an international management consulting firm with project experience in 18 countries across Europe, Africa, and the Americas, and a strong presence in Portuguese-speaking markets—and Sérvulo, a leading Portuguese law firm, our team supported the restructuring of Angola’s institutional PPP framework to enhance governance, transparency, and investor confidence.

A major outcome was the development of PPP models for two Industrial Development Poles along the Lobito Corridor—strategic hubs designed to transform Angola’s raw materials into competitive regional exports. These industrial poles are set to catalyze value chain integration, attract private investment, and connect Angola’s productive sectors to regional and global markets through major logistics investments.

The project also delivered a PPP Manual of Procedures and a public PPP Portal, providing tools to standardize processes, improve oversight, and track the national PPP pipeline. Together, these efforts lay the foundation for a resilient, transparent, and investment-ready PPP ecosystem, positioning Angola as a growing hub for climate-smart industrial development in Southern Africa.

 

A new PPP-driven agro-processing hub is taking shape — combining a cassava facility (10,000 t/year), a maize flour hub (3,600 t/year), and a scalable soy milk unit. Powered by an integrated animal feed line that transforms crop residues into high-quality feed, the project turns waste into value and promotes circular economy efficiencies across the agricultural value chain.
