The project proposed a comprehensive rating tool for measuring multi-dimensional resilience of highway systems. Apart for the technical resilience of the infrastructure, the tool measures the operational disruption, the rapidity of the functional recovery and the available resources and provides a holistic score that can be used to guide resilience decisions. Another focus of the assignment was to evaluate existing risk-based management tools and establish practical guidance for conducting Post-Disaster and Post-Engineering Investigations (PDI and PEI procedures) to foster the effective emergency response and speedy recovery of the highway networks from disasters.
