The project scope was the assessment of the Probable Maximum Loss (PML) of a major $1.8bn worth highway network in Southern Greece, subjected to earthquake risks. The study included a thorough mapping and characterization of seismogenic sources, detailed vulnerability assessment of assets, and O-D informed modelling of traffic along the network. Thus, the PML comprised assessment of losses both due to direct damage as well as potential toll revenues due to business disruption. This was followed by a resilience assessment study requested by the Lenders’ Technical Advisor to enhance the bankability of the project and achieve favorable financing terms.
