Advised SIRC, a wholly owned subsidiary of the Public Investment Fund, on the procurement preparation and procurement execution of a cluster of waste treatment PPP projects in the capital city of Riyadh. SIRC is leading and revolutionizing waste treatment in the country and procured 4 waste treatment concessions, setting precedent for other regions with these landmark deals including feasibility, procurement readiness, stakeholder analysis and engagement, bankability, financial structuring, project documentation, financial modelling, bid evaluation frameworks. The mandate included amongst others, affordability and cost benefit analysis, tender and project documentation, bid valuation, process management with bidders, bankability analysis and enhancement, private sector participation, risk allocation and financing solutions.
