The aim of this project was to develop sector-specific roadmaps for augmenting resilience funding and financing through enhancing Private Sector Participation in Transport Resilience by means of innovative project procurement, operations and maintenance mechanisms. The roadmaps will serve as one of the main positions of the World Bank in the 2024 Conference of the Parties (COP29) in Baku, Azerbaijan.
The assignment included: (i) support for a better understanding of previous initiatives and models for private sector participation in climate adaptation infrastructure in both the developed and developing world, examining the evidence and factors contributing to successes and failures, (ii) identification of a pipeline of potential pilot projects that offer opportunities to develop and test new business models, funding structures and innovative solutions, especially addressing enabling environment barriers; (iii) Country level technical assistance to test and scale innovative public-private models aimed at enhancing climate adaptation infrastructure; (iv) Identification and development of contracting mechanisms such as performance or output-based contracting, which can enhance delivery for the short-listed transport sub-sectors (v) preparation of sectoral roadmaps which consolidate the investment opportunities and priority interventions to enable and mobilize PSP. The roadmaps are currently in the final stage of publication ad will be made available online soon by the World Bank.
